Kitt Kellogg, the U.S. Special Envoy for Ukraine under President Donald Trump, has informed his colleagues of his intention to leave the administration at the beginning of January. This information comes from four sources.

Reasons for Resignation and Kellogg’s Role
According to available information, Kellogg noted that the start of the year would be a logical point for his departure, considering the current legislative norms for temporary appointments. One informed source stated that Kellogg had not planned to stay in the administration for long from the outset.
“Kellogg has strongly condemned Russian attacks on Ukraine’s civilian infrastructure. Media reports indicate that he occasionally clashed with Witkoff, who echoed some of Russian President Vladimir Putin’s statements and has long advocated for a one-sided exchange of territories as part of a long-term peace agreement.”
It is known that Kellogg actively supported Ukraine’s position and did not participate in the development of a new peace plan proposed by the U.S., which involves significant concessions from Kyiv regarding territories and armaments. This initiative was led by U.S. Special Envoy for Peacekeeping Missions Steve Witkoff.
The Future of American Diplomacy in Ukraine
As of November 2025, it remains unclear who will replace Kellogg in this position. The U.S. has yet to appoint a new ambassador to Ukraine who has been confirmed by the Senate. Since May, the acting chargé d’affaires of the U.S. mission in Kyiv has been experienced diplomat Julie Fisher.
Kellogg’s resignation is expected to be a significant loss for Ukraine, as he was one of the key defenders of its interests within the Trump administration. The position of Special Envoy to the President is temporary, and it can only be extended with Senate approval for a term exceeding 360 days.
Kitt Kellogg has visited Kyiv multiple times and participated in important events, including during the celebration of Ukraine’s Independence Day in August, as well as holding meetings with representatives of the Ukrainian government.
