Almost a year has passed since the opening of traffic on the Podilsko-Voskresensky Bridge in Kyiv, yet the official documents allowing for its full operation are still missing. This issue raises concerns considering the significance of the structure for the capital’s transportation system and its status as a large-scale infrastructure project.

Lack of Operating Permit
Journalists conducted an investigation, during which it became known that there are no documents in the state registers confirming the acceptance of the Podilsko-Voskresensky Bridge into operation. No information was found regarding any changes, cancellations, or annulments of such documents.
“By checking the information contained in the Register of Construction Activities and its archival component, using the search parameter ‘construction object: Podilsko-Voskresensky bridge crossing’; ‘document type: document certifying the acceptance of completed construction objects into operation’, as of the date of the response, no information or documents certifying the acceptance of completed construction objects into operation, amendments to them, their cancellations or annulments were found,” states the response to the journalist’s inquiry from the State Inspection of Urban Development and Architecture.
Consequences and Responsibility of the Kyiv City State Administration
The Podilsko-Voskresensky Bridge falls under the SS3 consequence class – this means that in the event of an accident or collapse, the consequences could be significant. According to current regulations, the Kyiv City State Administration does not have the right to independently issue a permit for the operation of such an object, as this requires the involvement of state control bodies. However, it is the KCSA, as the construction customer, that is obliged to initiate the process of obtaining the relevant permit.
Experts emphasize that operating the bridge without the proper documents not only violates legislation but also creates additional risks for the safety of residents and visitors to the capital. Despite the grand opening and the significant funds spent on the construction of the bridge, the issue of its legal operation remains unresolved.
