Ministry of Finance Announces Ukraine’s External Financing Deficit for 2026-2027

Finance Minister Serhiy Marchenko held a meeting with the newly appointed British Ambassador to Ukraine, Neil Crompton. During the talks, Marchenko expressed gratitude to the United Kingdom for its significant support through the G7 ERA mechanism, which has already allocated approximately 2 billion dollars to Ukraine.

British Support and Strategic Budget Expenditures

According to the minister, Ukraine expects an additional 1 billion dollars from the United Kingdom next year, which will be directed towards strengthening the security and defense sector. The total amount of direct budget assistance since the beginning of the full-scale invasion has already exceeded 3 billion US dollars, placing the UK fourth among donor countries. At the same time, Marchenko informed the diplomat about the main parameters of the state budget project for 2026, where over 61 billion dollars, or more than 60% of the resources, is allocated to the security and defense sector.

Insufficient External Financing and International Negotiations

The Ministry of Finance emphasizes that to meet social and humanitarian needs, the government requires additional international support.

“The uncovered need for external financing for 2026-2027 is approximately 61 billion US dollars,” the press service states.

Ukraine continues an active dialogue with key international partners, including the International Monetary Fund, regarding the launch of a new cooperation program. Kyiv also hopes for a positive decision from the European Commission regarding the provision of a reparations loan, which is considered an important element of financing guarantees for the coming year.

Earlier, Prime Minister Yulia Svyrydenko reported that the government has prepared the draft State Budget-2026 for the second reading in the Verkhovna Rada. It is worth noting that in September, Serhiy Marchenko emphasized that since February 2022, Ukraine has received over 145 billion dollars in international financial assistance, which has helped maintain macro-financial stability amid the full-scale war and ensure all social payments.
