The Kyiv city authorities explained why the city is not installing modular shelters to protect the population.

According to the Department of Municipal Security of the Kyiv City State Administration (KCSA), locations for potential placement of modular protective structures were identified in the capital two years ago. However, the city administration is unable to officially commission such shelters due to the absence of relevant state building standards.
Lack of Regulatory Framework Hinders Installation of Shelters
The Director of the Department of Municipal Security of the KCSA, Roman Tkachuk, commenting on the initiative of the capital’s military administration, emphasized that there have been no changes in legislation, and the standards for commissioning shelters are still not approved. Although standards for the production of modular structures exist, there are no regulations regarding their official commissioning.
Consequences for the Safety of Kyiv Residents
The lack of legislative regulation prevents the city authorities from adding new modular shelters to the fund of protective structures or even designating them as shelters. This situation significantly complicates the creation of additional infrastructure for the safety of Kyiv residents during potential emergencies.
“Despite the existence of production standards, there are still no regulations for the commissioning of such shelters. This means that the city does not have the right to officially commission them, add them to the fund of protective structures, or even designate them as ‘Shelters’,” the KCSA reported.
Thus, the adoption of appropriate amendments at the state legislative level is necessary for the installation and use of modular shelters in Kyiv.
