Employees of the Kyiv police detained a 22-year-old young man who, along with friends, drove a limousine in the city center while playing Russian music and posted videos of this on social media. An administrative proceeding was opened in connection with this incident under Article 173 of the Code of Ukraine on Administrative Offenses, which provides for liability for petty hooliganism.

How the Detention Took Place and What Caused the Violation
According to the police, on April 17, during monitoring of social media, a video was discovered in a Telegram channel showing a group of young people exiting a limousine in the center of Kyiv to the sounds of Russian songs. In the video, they boasted about their behavior and demonstrated disrespect for Ukrainian values.
“The young man claimed that the original video was without music, and he added the song by the Russian artist during the publication on TikTok — «for the hype».”
Law enforcement established that the author of the video is a 22-year-old resident of Kyiv. His location and contact details were determined, after which he was invited to the police station for questioning. During the conversation, the young man confirmed that he added the Russian track to the video after filming to attract attention.

For his behavior, the young man received an administrative protocol under Article 173 of the Code of Ukraine on Administrative Offenses, which provides for liability for petty hooliganism. Law enforcement emphasizes that such actions are unacceptable and are punishable under Ukrainian law, especially in the context of combating the promotion of Russian cultural influences.
