Details of the Case and Connection to Oleg Tsaryov’s Activities
The ministry reminded that Oleg Tsaryov served as a Member of Parliament from the fourth to the seventh convocations of the Verkhovna Rada of Ukraine and was part of the Party of Regions faction since December 2012.
The department also noted that Tsaryov was appointed as the so-called “speaker of parliament” of the fictitious entity “Novorossiya,” which included the so-called “Donetsk People’s Republic” and “Luhansk People’s Republic” – quasi-state formations created by the Russian Federation in the temporarily occupied territories of Donetsk and Luhansk regions.
“Tsaryov O.A. held the position of ‘speaker of parliament’ of the so-called ‘Novorossiya’ – an amalgamation of the so-called ‘Donetsk People’s Republic’ (hereinafter referred to as DNR) and ‘Luhansk People’s Republic’ (hereinafter referred to as LNR) – quasi-state entities created by the Russian Federation in the temporarily occupied territories of Donetsk and Luhansk regions,” the department stated.
Assets Subject to Recovery and Court Verdicts
The Ministry of Justice clarified that Oleg Tsaryov has two convictions for offenses related to encroachment on the territorial integrity of Ukraine, as well as for actions aimed at violently overthrowing the constitutional order or seizing state power. According to the report, since 2014, he has been engaged in public activities aimed at changing the borders of Ukraine, including spreading calls for violent changes to the constitutional order. Since 2022, his activities have involved supporting and justifying the full-scale invasion of the Russian Federation into Ukraine.
The Ministry of Justice is requesting the recovery of assets that Tsaryov indirectly owns through his wife Larysa Anatoliivna and son Maksym Olegovych. Among these assets are: 21 plots of land, buildings and structures located in the Dnipropetrovsk region, corporate rights, and other property.
As of now, VAKS has not yet reported receiving the corresponding lawsuit.
In November 2024, a Ukrainian court sentenced Oleg Tsaryov in absentia to eight years of imprisonment in a case regarding the financing of Russia’s armed aggression. Additionally, in May 2022, he was also sentenced in absentia to 12 years in prison for public calls to change the state border of Ukraine and for violent changes to the constitutional order.
