At the end of 2025, the U.S. State Department warned Ukraine about the strike on a Russian oil facility in the port of Novorossiysk, as these actions affected American investments made through Kazakhstan. This information was confirmed by Ukraine’s Ambassador to the U.S. Olga Stefanishyna during a briefing in Washington ahead of the fourth anniversary of Russia’s full-scale invasion.

Impact of Attacks on Foreign Investments
According to Stefanishyna, the American side expressed concern about the consequences of Ukrainian attacks on Novorossiysk for U.S. investments that pass through Kazakhstan.
“We heard that Ukrainian attacks on Novorossiysk have affected some American investments made through Kazakhstan. And we heard from the State Department that we should refrain from, you know, attacks on American interests”

It is known that the American company Chevron is one of the main shareholders of the Caspian Pipeline Consortium (CPC), which transports oil from Kazakhstani fields to the Black Sea for further export. As a result of a drone attack on the night of November 29, 2025, one of the CPC’s berths in the port of Novorossiysk was damaged, complicating the transportation of oil from Kazakhstan.
Kazakhstan’s Reaction and Ukraine’s Explanation
On November 30, 2025, the Ministry of Foreign Affairs of Kazakhstan officially protested against the attack on the CPC infrastructure in the waters of the Novorossiysk seaport. Ukraine, for its part, stated that it took Kazakhstan’s concerns into account and emphasized the absence of hostile intentions towards this country or other third parties.
The Ukrainian Foreign Ministry stressed that the actions of the Ukrainian side are aimed solely at countering Russian aggression within the framework of the right to self-defense guaranteed by Article 51 of the UN Charter. According to diplomats, Ukrainian defense forces conduct measured defensive operations to systematically weaken the military-industrial potential of the aggressor and prevent Russia’s criminal war against Ukraine.
The Caspian Pipeline Consortium is a large-scale international project involving Kazakhstan, Russia, and the largest global oil companies. The pipeline stretches 1,500 kilometers, with the main part transporting oil from western Kazakhstan and Russia. Russia’s share in the CPC is 24%, Kazakhstan’s is 19%, and the remainder belongs to Western oil companies.
