Details of the Meeting and Participants’ Reactions

The meeting will begin at 9:00 AM on Monday and will be accompanied by a live broadcast for the public. On the commission’s agenda is the analysis of materials received from the government, including those concerning candidates for the position of BEB director.

“At the meeting, the Commission plans to review the materials received from the Cabinet of Ministers of Ukraine and other requests,” the statement reads.

On July 8, Oleksandr Tsyvynskyi, who won the competition for the position of BEB director, stated that the Cabinet of Ministers’ decision to reject his candidacy is “not in accordance with the law.” Prior to this, the government announced it was considering the commission’s submission regarding the appointment of the BEB director, as well as reviewing additional materials from the Security Service of Ukraine, which contain security assessments important for national security.

Selection Criteria and Candidate Biography

The Cabinet of Ministers recommended that the commission submit no more than two candidates who fully meet all established criteria, including security requirements. On June 24, the selection commission for the BEB director decided to forward Oleksandr Tsyvynskyi’s candidacy for consideration by Prime Minister Denys Shmyhal.

Oleksandr Tsyvynskyi heads the third unit of detectives in the Second Main Directorate of Detectives of NABU. According to media reports, during the selection process, the commission noted a letter from the Security Service, which indicated that Tsyvynskyi, like some other candidates, allegedly has relatives in the Russian Federation. In particular, it mentioned his father, who reportedly resides in Russia. Meanwhile, during the hearings, Tsyvynskyi stated that he does not communicate with his father.

In a comment on July 8, he explained that his “father, even if he is a citizen of the Russian Federation at this time, which is unconfirmed, has lived in Ukraine for the last 30 years.” Tsyvynskyi also emphasized that he has not been in contact with his father for the last 10 years.

According to procedures, the Cabinet of Ministers was to make a decision regarding the candidate submitted by the commission for the position of BEB head within 10 days of receiving the relevant submission.
