The President of Ukraine, Volodymyr Zelensky, announced the development of three main documents aimed at achieving an end to Russia’s war against Ukraine. According to the head of state, these documents are actively being discussed with American and European partners.

Strategic Documents for Peaceful Resolution
The first of these is a framework document containing 20 points, which is continually updated during consultations. The second document concerns security guarantees for Ukraine. The issue of guarantees is being carefully worked out both by Ukrainian military officials and in collaboration with the American side and European partners. Zelensky emphasized the importance of this document, stating:
“Security guarantees are an important document between us and the USA, between us and the Europeans”
The third document is dedicated to issues of the country’s recovery. The President highlighted that this project should be implemented immediately after the cessation of hostilities or the establishment of a ceasefire.
International Negotiations and Positions of the Parties
Earlier, the President of Ukraine noted that the documents, refined in collaboration with European partners, will soon be submitted to the United States for further consideration.
On December 8, an important meeting took place in London between German Chancellor Friedrich Merz, British Prime Minister Keir Starmer, French President Emmanuel Macron, and Ukrainian President Volodymyr Zelensky. Following this meeting, Zelensky noted gradual progress in negotiations regarding a possible cessation of the war.
Last week, negotiations took place in Moscow between American representatives Steve Witkoff and Jared Kushner and Russian President Vladimir Putin regarding the parameters of a possible peace agreement. Putin confirmed that the Russian side disagrees with some points of the American plan for ending the war.
After this meeting, the Ukrainian delegation in the USA continued consultations with representatives of Donald Trump’s administration. On December 8, President Donald Trump noted that Volodymyr Zelensky had not yet been briefed on the American peace proposals, while mentioning that “his people are thrilled,” and that the proposed plan generally suits Russia, although “Russia would prefer to have all of Ukraine.”
President Zelensky, following the negotiations, emphasized that there remain differences among the negotiating parties discussing the peace initiative mediated by the USA regarding territorial issues.
