Daily Work on Security Guarantees and Coordination with Allies

Zelensky emphasized that work on the peace plan is ongoing daily, and the Ukrainian side is constantly adapting its options in close collaboration with international partners. Meetings at the level of the security councils of Ukraine, Europe, and the United States are scheduled for the near future. During these negotiations, the main focus will be on security guarantees for Ukraine. The president noted that he would personally participate in this process.

“We are working, we are changing them (the options of the plan – ed.). We are in daily contact with our groups, now also with the Europeans, and with the United States. Today I was in contact with Canadian Prime Minister Trudeau. They are also very good partners. We have work coming up at the level of NSA: Ukraine – Europe – USA. These meetings will take place, and the steps are almost daily. We will discuss security guarantees. I want to be personally involved in this process, to be honest,” he said in response to journalists’ questions.

In addition to the security block, a separate video meeting dedicated to issues of recovery and economic prospects for Ukraine will take place soon. Kyiv is also initiating a meeting of the “Coalition of the Willing” at the leaders’ level, which is likely to occur this week.

Negotiations on the Peace Initiative and Positions of the Parties

The president also reported that an additional meeting is planned with American colleagues involved in preparing the peace plan. Next week, a discussion among the leaders of Ukraine, Europe, and the United States is anticipated. The format of this meeting is currently being agreed upon. According to Zelensky, work on preparing the peace plan and accompanying documents is ongoing almost daily.

Earlier, Zelensky clarified that there are currently three documents related to ending the war of the Russian Federation against Ukraine. Last week, a meeting took place in Moscow between American representatives Steve Witkoff and Jared Kushner and Russian leader Vladimir Putin, during which the parameters of a possible peace settlement were discussed. Putin confirmed that the Russian side disagreed with some points of the American plan.

Following this meeting, the Ukrainian delegation in the USA held additional negotiations with representatives of the Trump administration that lasted several days. On December 8, US President Donald Trump noted that Volodymyr Zelensky had not yet reviewed the American peace proposals, although his team supports them, and Russia is generally satisfied with these proposals, but, according to him, “Russia would prefer to have all of Ukraine.”

After this, Zelensky emphasized that the participants in the negotiations involved in the peace settlement process mediated by the USA still have disagreements regarding territorial issues.
