Ukrainian President Volodymyr Zelensky held a meeting with Prime Minister Yulia Svyrydenko regarding the development of a comprehensive strategy for the restoration and protection of the energy sector for the upcoming autumn-winter period. According to the head of state, the finalization of this document is scheduled for March 1, after which the strategy will be approved.

Planning for Energy Resilience
In the process of preparing the strategy, cooperation with both international partners and domestic businesses is being taken into account. The goal is for the European Commission, European countries, the United States, global businesses, and Ukrainian companies to participate in the implementation of energy projects aimed at enhancing resilience and expanding the capabilities of the energy sector during the next winter.
“We will finalize the strategy by March 1, after which we will approve it. So that both the European Commission, European countries, America, global businesses, and Ukrainian companies with the necessary strength can all join and work together with us, alongside our people for greater resilience and more opportunities for the next winter. Of course, at a time this year when Russian strikes may continue to hit our infrastructure and our cities.”
Strikes on Energy and Ukraine’s Response
The President emphasized the need to consider the positive experiences of Ukrainian communities that are demonstrating exceptional resilience this winter. Zelensky also highlighted the importance of incorporating proposals from the regions to enhance the effectiveness of the future strategy.
Since the beginning of the full-scale aggression by the Russian Federation in February 2022, the Russian Federation has repeatedly struck Ukraine’s energy infrastructure. These strikes became particularly intense from the autumn of 2025, increasing pressure on the country’s energy system.
In the Ministry of Foreign Affairs of Ukraine, such Russian attacks, which lead to the disconnection of heating for Ukrainians during severe frosts, are regarded as acts of genocide. In contrast, the Russian side publicly denies involvement in attacks on civilian objects, claiming that Ukraine is taking corresponding actions against Russian infrastructure.
