Ukrainian President Volodymyr Zelensky emphasized the connection between the issue of security guarantees for Ukraine and the reparations loan that is intended to ensure state funding. In response to journalists’ questions on December 18, he stressed that such a financial instrument significantly strengthens Ukraine’s position in negotiations with Russia.

Security Guarantees — A Key Factor for Future Negotiations
Zelensky noted that Russia must be deprived of the ability to use its frozen assets as a pressure tool during negotiations. The availability of financial support allows for quick responses to questions regarding Ukraine’s resilience in a prolonged war, reducing partners’ doubts.
“We are more confident at the negotiating table with such an instrument than without it. And to the question ‘how will you last another year if you have no money?’ there is an immediate answer, and such questions do not arise. But for now, such questions are in the air.”
After resolving financial issues, the next topic for discussion will be the situation in Donbas, which, according to the head of state, is also closely related to security guarantees.
Position on Guarantees and the Role of the US
The president emphasized that a ceasefire without real security guarantees would only mean a temporary pause in the war, not its conclusion. According to him, guarantees are needed not only for the people of Ukraine but also for investors and citizens of the European Union who wish to see Ukraine as part of the European community.
At the same time, Zelensky acknowledged that the main question regarding guarantees remains open, namely — what will be the US response in the event of a new wave of aggression from the Russian Federation. He stressed the need to receive an unequivocal answer, even if it remains non-public but is documented in the relevant papers.
Separately, the president highlighted the importance of agreements to support the Ukrainian army, particularly regarding the formation of strong contracts, ensuring staffing, training, and supplying modern weapons.
Additionally, Zelensky reported that the Ukrainian delegation has already departed for the US, where representatives from European countries may also join the negotiations.
According to Western media, a meeting between American and Russian officials is planned for this coming weekend in Miami to discuss a possible agreement to end the war in Ukraine. It is also expected that the Secretary of the National Security and Defense Council of Ukraine, Rustem Umerov, will meet with the American delegation before the start of negotiations between the US and Russia. However, sources indicate that final plans have not yet been determined.
