Discussion on Peace and Security Guarantees

During the conversation, the parties addressed a wide range of issues, including the prospects for ending the war, mitigating the risk of further Russian invasions, and ensuring compliance with international agreements. Zelensky emphasized the importance of honest cooperation with American partners to achieve real peace.

“Just had a long and substantive phone conversation with Steve Witkoff and Jared Kushner, along with Andriy Hnatov and Rustem Umerov. I am grateful for a very substantive and constructive discussion. We focused on many aspects and quickly discussed key issues that could guarantee an end to the bloodshed and remove the threat of a third Russian invasion, as well as the threat of Russia failing to fulfill its promises, as has happened many times in the past,” Zelensky noted.

According to the head of state, the next steps and formats for further negotiations were agreed upon. Zelensky thanked Donald Trump for the intensive approach to the talks and expects a detailed report from Umerov and Hnatov regarding the results of the conversation.

Positions of the Parties After Negotiations in Moscow

On the evening of December 2, negotiations concluded in Moscow between American representatives – Witkoff and Kushner – and the President of the Russian Federation, Vladimir Putin, regarding a possible peaceful resolution to the war. According to Putin’s assistant, Yuri Ushakov, no compromise was reached; however, some American proposals were accepted for further consideration.

Putin himself confirmed that during the meeting, it was not possible to agree on all points of the American peace initiative. The discussion took place on each point of the plan, although, according to Ushakov, it mostly revolved around general concepts rather than specific details.

Ukrainian Foreign Minister Andriy Sybiga noted the positive impact of the negotiations in Moscow on the peace process. He reported that the American side invited the Ukrainian delegation to continue negotiations in the U.S. in the near future.

Additionally, U.S. Ambassador to NATO Matthew Whitaker mentioned during a forum in Doha that the parties are “closer than ever” to reaching a peace agreement during the entire duration of the full-scale war.
