This was reported by the Secretary of the National Security and Defense Council of Ukraine, Rustem Umerov, who led the Ukrainian delegation.

According to Umerov, significant progress has been made between the Ukrainian and American sides on ensuring a dignified peace. The main goals of the negotiations remain security, sovereignty, and lasting peace for Ukraine. He emphasized that Washington shares these priorities. It is planned to continue consultations and coordinate a joint framework solution that will serve as the basis for a future agreement.
“We have made substantial progress in advancing a dignified peace and aligning our positions with the American side. Our key goals – security, sovereignty, and reliable peace – remain unchanged and are shared by the American side. Ahead is the continuation of consultations and work on coordinating a joint framework solution.”
Details of the Meeting and Reactions from the Parties
U.S. Secretary of State Marco Rubio described the meeting, which took place on November 30 in Hallandale (Florida), as “very productive,” noting that more efforts are needed to reach a final agreement. He also reported that U.S. Special Envoy Steve Witkoff will soon visit Moscow for negotiations with Russian President Vladimir Putin regarding the parameters of a potential peace agreement.
It is known that the American delegation at the negotiations in Hallandale included Secretary of State Marco Rubio, Special Envoy Steve Witkoff, and Jared Kushner – son-in-law of President Donald Trump. The Ukrainian side was led by NSDC Secretary Rustem Umerov, and the First Deputy Minister of Foreign Affairs Serhiy Kyslytsya also participated in the negotiations.
Meanwhile, Russian President Vladimir Putin noted on November 27 that U.S. President Donald Trump’s proposals for ending the war could form the basis of a future agreement, but the final version of the arrangement has yet to be agreed upon.
On the evening of November 30, Volodymyr Zelensky, after negotiations with European Commission President Ursula von der Leyen and NATO Secretary General Mark Rutte, emphasized the importance of the current days for Ukraine’s future, highlighting that the situation could change soon.
