Improper parking in the courtyards of Kyiv residential buildings blocks access for emergency and medical services

The Kyiv City Military Administration (KMVA) has urgently called for the organization of private car parking in the courtyards of the capital’s high-rise buildings. Over the past four months, officials from the Kyiv City State Administration (KCSA) have been unable to develop effective measures to address the issue of chaotic vehicle placement, which complicates access for emergency services during crises.

Access Issues for Rescue Services

According to KMVA Chief Tymur Tkachenko, a directive was issued back in April to develop and implement a system for clearing courtyards of improperly parked cars. This issue has become particularly urgent due to the ongoing air attacks on Kyiv, where every minute counts for rescuers, medical personnel, and emergency services. Unimpeded access for emergency vehicles is critically important for preserving the lives and health of the capital’s residents.

Pilot Project and Accountability of Officials

Currently, according to Tkachenko, a pilot project has been developed that involves the installation of markings and anti-parking devices only near four buildings. These addresses have been identified, but no real steps have been taken to resolve the issue so far. This has raised concerns and dissatisfaction among the city’s leadership.

“Mayor Klitschko, — noted the head of KMVA, — managed to identify just four addresses where the pilot project for the installation of markings and anti-parking devices will be implemented. Once again: only four buildings in four months. And not even completed, but — ‘identified’.

The head of KMVA promised to resend the requirement for organizing parking and warned that if real proposals exceeding the level of formal responses are not provided by August 11, he will publicly demand disciplinary accountability from specific officials involved in the delay in resolving this issue.
