Capital residents are calling for free access to adjacent territories

In Kyiv, residents have initiated a campaign to maintain the openness of courtyards of residential buildings for all city dwellers. They are asking the city authorities to prohibit the installation of barriers, fences, and gates in areas that are not privately owned or not designated as homeowners’ associations, taking into account the interests of the community.
Petition for the Protection of Pedestrians and City Accessibility
A corresponding electronic petition has appeared on the official website of the Kyiv City Council. The initiators emphasize that closed passages through certain courtyards violate the rights of the capital’s residents, as every person has the right to move freely in public spaces.
“Every city resident has the right to move freely in public spaces. Most adjacent territories are not private and therefore should remain open.”
Issues for People with Limited Mobility and Cyclists
The authors of the petition point out that fenced courtyards create significant inconveniences for pedestrians, parents with strollers, people with disabilities, and cyclists. In the context of dense urban development, such barriers force people to take long detours, which, according to the initiators, is unacceptable.
The signatories of the document demand the dismantling of already installed barriers and fences if they illegally restrict access to courtyards and adjacent territories, especially if these passages are an important part of Kyiv’s pedestrian infrastructure.
