The Commissioner of the Verkhovna Rada for Human Rights, Dmytro Lubinets, responded to the recent incidents that occurred on October 30 at the territorial recruitment centers (TCCs) in Kremenchuk and Odesa. According to him, the Ombudsman’s Office has recently received numerous complaints from citizens regarding the unlawful actions of certain TCC and SP employees. Among the complaints are cases of so-called “busification,” illegal detention of individuals, restriction of freedom, and the use of physical force.

Ombudsman’s Reaction to Human Rights Violations
Lubinets emphasized that such actions are unacceptable and violate people’s rights. He stressed that his office responds legally to every report of violations, regardless of whether it comes through official complaints or from the media. All recorded incidents are subject to verification, and those responsible must be held accountable.

Rising Emotional Tension Among Citizens
At the same time, the Ombudsman drew attention to the dangerous trend of emotional and reckless actions by citizens in response to the unlawful actions of TCC employees. He noted that such reactions could have tragic consequences. Just in the last day, two high-profile incidents were recorded: an attack on a TCC service vehicle in Odesa, resulting in damage to the vehicle, and a shooting in Kremenchuk, where a man opened fire and injured two TCC and SP employees.
Lubinets characterized the actions of both certain TCC employees and citizens not only as a crime but also as “a blow to the state in wartime.” He emphasized that such incidents pose a threat to the life and safety of people and simultaneously aid the enemy in attempts to discredit Ukrainian institutions, sow distrust, and divide society.
The Ombudsman called on both TCC and SP employees and all citizens to act strictly within the law, respecting human rights.
It is worth noting that on October 30, an incident involving the use of a weapon occurred in Kremenchuk, Poltava region: during the processing of documents, a man who was on military registration drew a previously modified traumatic TT pistol and fired several shots, injuring two servicemen from the TCC and SP.
