In Bucharest, the Presidents of Ukraine, Volodymyr Zelensky, and Romania, Nicușor Dan, signed three key intergovernmental documents on March 12 that aim to strengthen the strategic partnership between the two countries. The documents outline the deepening of cooperation in the energy sector, joint production of defense products, and establish the foundations for a new strategic partnership between Ukraine and Romania.

Key Areas of Cooperation and Strategic Partnership
Among the signed documents are a framework agreement on cooperation in the energy sector, a joint Ukrainian-Romanian statement on the production of defense products, and a declaration on strategic partnership. According to Romanian President Nicușor Dan, these decisions open new opportunities for the development of both countries and enhance regional security.
“We must not hide it: historically, there has been distrust between our countries. This distrust must disappear. The two countries are moving towards mutual trust and bear joint responsibility for this part of Europe, for its citizens, and for the entire region. In the document and in the discussions we had, we talked about the war in Ukraine, about the ongoing support that Romania offers. We discussed military cooperation. We talked about connectivity, about joint energy projects, about Ukraine’s integration into the EU, and we confirmed Romania’s support for this process,” said Nicușor Dan.
The Romanian President specifically emphasized that he received guarantees regarding the continued operation of Romanian-language schools in Ukraine and the preservation of the rights of the Romanian minority.
Support for Ukraine and Development Prospects
Volodymyr Zelensky thanked the Romanian side for its clear position, which the country has maintained for over four years of war. The President of Ukraine stressed the importance of the joint declaration on the development of defense capabilities and noted Bucharest’s support for Ukraine’s European course. Zelensky also announced that Ukraine and Romania are starting the construction of two new power transmission lines, which is expected to bring mutual economic benefits to both states.
This visit by Zelensky to Romania was not the first since the beginning of the full-scale war — in October 2023, the Ukrainian president had already visited Bucharest and held talks with then-President Klaus Iohannis.
Nicușor Dan became the President of Romania on May 26, 2025, winning the repeat elections and starting a new phase in bilateral relations between Ukraine and Romania.
